Library

All of the E-bikes below come with a helmet, lock, lights, charger and a way to carry your things.

This program, funded by Pacific Power, helps Hood River County residents explore whether an e-bike can replace everyday car trips. Participants borrow a bike, receive one-on-one support, and test how an e-bike fits into real life: commuting, errands, school trips, appointments, and local transportation.

Eligibility

  • Pacific Power is your electric utility, either through ownership or renting

  • Live in Hood River County

  • Want to replace car trips with an e-bike

  • Can safely store and charge an e-bike

  • Complete the safety orientation

  • Agree to program check-ins and surveys

  • Meet income or priority criteria, for purchasing an E-bike

Process

  1. Submit interest form

  2. Submit intake form with proof of utility, income and education certificate.

  3. Megan Ramey contacts you to schedule your borrow period.

  4. Bike Sensei: optional free life consultation including route advice and Q&A

  5. Pick-up E-bike and receive safety orientation

  6. Return bike or purchase with discount

Meet Your Transportation Team

🚲 Bike Buddies

Coordinates participant outreach, manages the interest list, helps borrowers choose the right bike, provides Bike Sensei guidance, and delivers e-bike safety education.

⚡ Sol Rides

Supplies and maintains the e-bike fleet, prepares bikes for each borrower, and offers participants the opportunity to purchase the bike they borrowed using their instant discount.

💡 Pacific Power

Funds the E-Bike Library and Instant Discount Program, making free bike loans and purchase incentives possible.

🏫 Hood River County School District

Connects families with the program through its Safe Routes to School network, helping parents discover e-bikes as an alternative to driving.

🏠The Next Door

Connects the program with income-qualified households and clients who can benefit most from affordable transportation options.

🚌 Columbia Area Transit

Provides complimentary Gorge Passes for eligible low-income participants, helping riders combine transit and bicycling for longer trips.
